Hi,
I am on H1 inviting my parents
My parents B1 got rejected twice.
What is the best way to reapply...after how many months...
if they go to singapore and get the singapore stamp on passport, can that be a positive side while reapplying for US visa?

There are two types of short term visas. B-1 & B-2. The B-1 visa is for business travel, while the B-2 visa is intended for tourist visits; conference participants should travel on a B-1 visa. Participants who expect to receive expense reimbursement must request a B-1 visa.
The BCIS (INS) can refuse entry. That happens mostly when the BCIS (INS) discovers something that is contrary to your declared intention in getting the B-1/B-2.
You want your Parents to visit USA on tourists visa or on business visa (http://www.indiabook.com/Travel_and_Tourism/Travel_Agents/Visa_Service/). I think you must opt for B2 visa for them.
