Want a great dev team for US company

I run a software company here in the US and want to take advantage of the savings and skills available from using offshore software talent. However, I do not want to pay the premium of working through an offshoring company, I want to go direct.

Can you pull together a team of highly skilled, highly motivated software developers. I am looking to rebuild an e-commerce application we have in production. It will need to be scaleable, reliable, and easy to use.
